A farmer may be justified in shooting dogs that chase his/her livestock. Farming is hard and dangerous, and milk cows especially are upset by such stupidity.
Apparently the DEER themselves in Richmond Park are regularly shot by their farmer to control numbers, so comparatively a bit of a run with Benton in hot pursuit is probably preferable for them.
As for Benton, he clearly knows he'll be in deep crap when he finally gets caught by his owner so has obviously decided to make the most of his chance.
Julie, I am guessing that the shooting of the deer is done competently, and that those shot are sold for meat(?). Just as, hopefully, is done for other meat livestock.
Dogs in the countryside must be under control and, judging from his reaction, that dog's owner knows it.

But, furthermore, I note that cats have too much sense to herd or chase deer, cattle, pigs, or sheep.
